Application Process Overview

Start with March Joint Powers Authority (MJPA)

Contact MJPA for an FTZ application packet.

Complete and Submit

Fill out the packet and submit with required fees. MJPA’s internal review process typically takes no longer than 5 business days.

Production Notification Submission

Upon MJPA approval, your application is submitted to the FTZ Board and U.S. Customs and Border Protection (CBP). This phase includes:

A list of imported components and finished goods
Summary of proposed manufacturing activity
120-day standard review period, including a 40-day public comment period

Approval & Activation

Once approved:

Sign an operator's agreement with the zone grantee
Apply for activation with CBP
Submit annual activity reports to the FTZ grantee

If the FTZ Board does not authorize your proposed activity via the standard process, you may pursue the more extensive production authority application route.
